Hong Kong Endowment Fund

As agreed after the discussion with the Secretary of State this morning, I enclose for your consideration a draft of the announcement to be made here and in Hong Kong about the allocation of a sum of £750,000 from the Japanese assets towards the creation of this Fund.

I think you did not propose to come to the meeting with Mr. Faskin on Friday, but if you have any comments I should be most grateful if you would let me have them.

I have sent the text of the draft announcement alao to Sir M.K. Lo, Sir Arthur Morse and Dr. Sloss.
